Not Getting the FPS I Should be Getting

Hi everyone, for some odd reason I'm not getthe the fps I should be getting.

My Specs:
Graphics Card: 980 TI
CPU: i7 4790k
RAM: 16gb

I don't know if this matters but I gave a dual monitor set up going on, don't know if that affects performance or not.

When I first built my pc I was running minecraft at around 1000fps, even higher at times. Now I can barley get over 150 frames.

I play player unknowns battlegrounds, on medium settings and still have some fps drops. My friend has worse specs than me and he runs minecraft at 600-700 fps.

My drivers for my 980TI ARE updated.

Something isn't right idk what though any help would be appreciated.
 
Solution
Figured out the issue, I ran a couple of benchmark test to make sure my CPU or GPU wasn't under performing. And it turns out that my CPU was doing poorly against other benchmarks with the same CPU. So I just bought a new CPU and it fixed the problem.

Yeah I read that on forums alot, badly optimized game.

Still doesnt explain MC (Minecraft) though. Should be running at least 700FPS.
