I want to build a gaming pc and these are the specs i have in mind
Ryzen 5 1600x
GTX 1060 6GB
B350 motherboard

Should i downgrade the motherboard to a B320 and the Ryzen 5 1600x to a 1600 in order to buy the GTX1070?

If your goal is faster gaming and only gaming then the CPU will play a much bigger role than the motherboard chipset or CPU. Your selected CPU and motherboard parts are relatively close and there is a substantial bump from the 1060 6gb to the 1070. If you are planning on playing 1080p and at 60hz (60fps) and are not planning on VR or HDR then the 1070 is overkill. If you are planning on 1440p, or high frame rates or other GPU robbing options than the 1070 will get you closer.
A build consists of the CPUU, Motherboard, ram, GPU, Storage that is powered by a PSU and goes into a chassis. You missed quite a few components in your post. If at 1080p gaming you'd best to allocate the amount on the GTX1060 6GB, a DDR4-3200MHz ram kit, an SSD and Ryzen5 1600. Then again, we don't know how much you're shelling out on them and it's possible we could tailor a well balanced system provided we knew of your budget.
