Not reaching 60 fps on gaming laptop

My laptop:
Processor: Intel Core i7-6700HQ CPU @ 2.60GHz, 2601 Mhz, 4 Cores, 8 Logical Processors
Graphics card: GTX 1070
Ram: 16GB

Problem: I cannot reach a constant 60 fps in games like The Division and Destiny 2. My cpu temps during these games are around 75-80°C. My cpu seems to also be always at 100%, while my gpu seems to never go above 50% with my cpu speed at around 3.15GHz while in game. Ran several virus scans and they found nothing. Been having this problem for a while now and every time I look it up, it seems like others with my laptop specs do not have the same problems. Any help would be appreciated, Thanks.

What is your screen resolution?

Lower your resolution or lower the in game settings.
It's not uncommon for the CPU not to be 100% since it's looking at the total use when the game is mainly only using a couple cores.
