Not recognizing added video card

I have two motherboards. An ASUS M4A785TD-V EVO and a M3A78-EM. Both are running Windows 7 Ultimate 32 bit with 4G RAM. 480 watt Power Supply with 24 and 4 pin power connectors (plugged in). Both have the ASUS on board video drivers loaded and working (ATI). Neither will activate the added video card in the PCIe 16 slot.
The M4 MB sees the card with win7 drivers loaded but no display on monitor. Device manager shows both correctly. Display manager will not detect the added card.

M3 MB device manager shows only one video adapter. The added card in listed as unknown and cannot load video drivers for it.

The following goes for both motherboards....
Have tried most every combo (that I can think of) of settings available in Chipset Configuration / Internal Graphics.

I don't know what is going on. The previous owner of the M4 MB had the combo working.

Any comments.

The M4A785TD-V EVO motherboard has two PCIe 16x slots. Both havev been tried withe most all the CMOS combos. Sometimes it gets late and I don't exactly remember which BIOS combos I have tried on which slot. Started writting all this stuff down caus after about 15 iterations of combos one tends to forget exactly where they were especially with the interuptions of things at home - wife & kids and all if u know what I mean. Yes both slots on M4A785TD-V EVO have been tried.

Motherboard M3A78-E only has one PCIe 16x slot. Both MB's are 2.0 and all cards being tried are 2.0. Just opened a new PCI (plain PCI) card and have not had time to install it yet. I've already spent more than twice the original investment in this project just to figure this blasted thing out.. After reading other posts of others with similar problems I am not too optimistic that there is a known solution especially when one mfg’s letter of reply was to plug in the power to the card. Since none of the PCIe cards that I am using have power connections … well that leaves one to wonder.
