Question Not sure about PCIe for Radeon RX 550 LP

Hello, I was watching a LTT video about some PCIe slots and x4/x8/x16. I ended up booting up hwinfo and saw that my AMD Radeon RX 550 2GB LP is running at PCIe v3.0 x8, @x8. I'm wondering why it's not running at the full x16. For reference, I have an OptiPlex 7060 with an i5 8500. Not exactly sure the motherboard. Screenshot:

Some cards are wired to be 8x, Rx550 is one of them.
