Not sure if 24/20-pin cable is broken

The power supply for my first build arrived today and I unboxed it and made sure everything was there when i saw this...

If you see that the 5th one on the left from the top has nothing inside of it. I am a complete nub when it comes to this technical stuff but can someone tell me if this is how it's supposed to be or if it is broken?

It isn't broken. Not all pins are used for power some are used to be a ground. Is that wire Green or black?

There is no wire connected that pin.

The 20/24 pin connector is supposed to be missing a wire, that spot used to have a -5V wire connected to it, the -5V rail was removed from the ATX standard a decade ago.
