not sure if dvd issue or drive issue

So I have a dvd that does not seem to play on my computer i'm able to see it there using other programs but it won't let me watch it, I have with two different dvd/roms. one being samsung dvd+rw and pioneer BD+rw both did not work.

I tried the dvd on a xbox console that it worked on there, so i tried some actual dvd players to see if was computer having issues.

First dvd player is a LG blu ray player, it played for about three seconds and went to a white screen and that was it.

Second dvd player was a panasonic blu ray player it played fine on that one.

So would this be a dvd issue? if it is how is able to play on xbox and panasonic.

It could be the dvd drives you have are being picky on that disc is there a lot of dirt or is it marred up and damaged a lot? I have seen that happen in the past..

the dvd is brand new, no type of scratches or dirt on the disc

Edit: after taking a picture with my phone i can see something on the disc, not sure how as i have not used it.

i have tried cleaning it but they are still there, i'm not able to see theses specs without zooming in

I found out the dvd is protected and does not play on a dvd/rom, it works great on my blu ray player
