Not sure if graphics card is using full potential

In Kombustor its only reading 50 fps
the useage fluctuates between 0 and 30 %
in game i can get up to 90 fps but its low is like 30
there seems to be extensive stuttering
Below are my specs:
CPU: AMD FX(tm)-6300 Six-Core Processor (3515.96 MHz)
Memory: 16345 MB
OS Version: Microsoft Windows 8 64-bit (Build 9200) compatibility mode. real ver: 10.0 (Build 10011)
Graphics Card Vendor: NVIDIA Corporation
Graphics Card: GeForce GTX 950/PCIe/SSE2
Windows Graphics Driver Version: 10.18.0013.6472
OpenGL Version: 4.5.0 NVIDIA 364.72

The real question is what games are you playing? Any CPU/GPU can be bottlenecked by any CPU/GPU in a particular game.

To find out for sure, you can install msi afterburner and use the in game system monitor to see your gpu and cpu usage. To set up the in game monitor, you can follow this guide:

If your gpu is at a constant 100% your gpu is fine, but if its at 50-70% for example, you have a problem, and either your drivers are bad, game is not optimized well, or you have some sort of bottleneck somewhere.

CSGO will not use all of your GPU, i have the same thing, except my performance is more than high enough so i'm not bothered.
