Not sure if it's the motherboard or not.

Well today I built a new (albiet not quite powerful) computer using an ASrock B75M-DGS R2.0 motherboard, an i3-3240 processor, 8gb DDR3 Ballistix RAM Stick, 500gb SATA HDD, 430w Power Supply, and ZOTAC Geforce GTX 650Ti 2gb video card, but after making sure everything was connected and trying to turn it on, the power supply received no signal. I tried the power supply and tower panel with the computer I'm currently on, and they both worked fine, but when I tried the panel and supply from this one with the ASRock motherboard, i got no response. I'm not sure if I provided enough information or not, but I'm stomped as to what my problem could be. I figure it's the motherboard but I admit I'm a novice at best, so assuming anything I typed has value, does anyone think they can help me resolve this issue, or tell me if I need a replacement motherboard?

My tower is the Rosewill FB-03 Dual Fans ATX Mid Tower. I don't think it's the front panel because I already tested it with a different computer, but I haven't tried the paper clip test so I guess that can help me confirm if it's the Motherboard or otherwise.

Tried the paper clip test on the power supply and it seems to be running fine. The power supply in question is a Thermaltake TR2 430w power supply. I also tried what u gonna squel suggested, concerning the Motherboard and assuming I understood him correctly, nothing happened.
