Not sure what the problem is

I'm having a bit of an issue with general sluggishness. I'm on my desktop and my mouse skips across the screen without doing anything special. If I load something, it becomes pretty bad (webpages, files, anything really). I've also got a few blue screens on start up, in which I re-seated my ram sticks to fix the problem. Stopped since, but has happened a few times afterwords. I have done a Mem check, came out clean with 20 passes. Started up windows with 1 stick each, same problems. Checked hard drive for bad sectors, came out clean. Checked and dusted off my video card, same problems. Re-installed vid card drivers, same problems. Makes me think its my motherboard but I have no idea what it could be. If this isn't the place to post this, I'm sorry, if someone could point me in the right direction I would be grateful.
