[SOLVED] Not sure what to upgrade first?

I have a Ryzen7 1700x, Asus x370pro mobo, 32 GB corsair 2600Mhz Ram, Asus strix GTX 1060 6GB. My monitors are all only 60 hz but plan on upgrading to at least a 120 if not 144. The games I play are Destiny 2, Borderlands, and Fallout. I haven't gamed on anything higher than 1080p @ 60hz.

I would say GPU, and a good freesync capable 1440p monitor, is the way to go here. Your CPU will have less of an influence, on your FPS, at 1440p, than it would at 1080p.

If you are planning on going to either 1080p 144Hz or 1440p 100Hz+ your first upgrade should be the GPU.
 
Yes, GPU and monitor first. Back when I had my 1700x and a Vega 56, in Far Cry 5 for example, I would get around 90-100 fps. While you likely won't hit 144 fps with that cpu, if you can get a good graphics card and a good monitor with Freesync, that should help. Esepcially with a bit of an overclock on the 1700x until you can upgrade that later.

Any suggestions on what GPU to go with? I have found a few 1080ti around $500 but I know the RTX 2070 supers are like $510 and the 5700xt are like $430. I know the 1080ti can still holds its own but they are used.

2070 Super and RX 5700XT will have close to identical performance to the 1080Ti and they aren't used nor based on a 4 year old architecture. https://www.anandtech.com/bench/product/2522?vs=2516

Memory is a bit slow for Ryzen, if within budget I'd probably get a 3200 kit.
Yeah when I bought the mobo ram prices were ridiculous and those were in budget. Asus's compatible ram list for that particular board makes it difficult to justify buying faster ram since the 3000 and up for a 16GB kit are like $100 more than newer kits. Perfect example is the corsair vengeance rgb vs the pro rgb. The pro kit for 16 Gb at like 3200 was a lot cheaper but was not compatible with my board.

Perhaps but with newer BIOS updates for the motherboard should help with the compatibility/stability of that speed and considering the higher refresh rate of the monitor it may be worth looking into even after a GPU upgrade if they experience FPS dips.

I have done 3 R5 1600, with different B450 Asrock boards, 2 are running 3200 Gskill ripjaws, and another is running 3000 Aegis, no issue. X370, with a bios update, should not have any issue running 3200mhz, assuming it is a 2x16gb kit.

If I did go with a 1440p monitor for my main monitor would having my other 2 monitors @ 1080p be an issue? I currently have 3 Dell P2417H monitors. They are 1080p 60hz IPS. I read somewhere that having different resolutions can affect the gpu more than it should.

There shouldn't be an issue, my main monitor is 2560x1080P/75hz and my secondary is 1600x900/60hz, no issues although some games I've had to use Fullscreen Windowed instead of Fullscreen (same resolution and no bars on the side) as the mouse, in game, was going over to the secondary monitor and messing me up but it's a easy fix by changing the screen settings in the game menu.

Even having a monitor the is Gsync/Freesync and having another that isn't won't be an issue either.
