Not sure what to upgrade, need help. gtx 1080 ti

Hey there, pretty avid gamer here pushing high end games and even mid range games with a 1080 ti. I'm trying to stream via Twitch / OBS and maintain good frames while doing it.
Running league of legends currently with a 1080 ti and only getting about 140fps? Drops to about 80 when I'm streaming and I'm wondering why.

I have 16gigs DDR3 Ballistiks ram
ASRock Z87 Extreme6 Motherboard
Intel i7 4770k Processor
and of course the gtx 1080 ti

Playing Playeruknown's Battleground I'm lucky if I reach 45-50fps and can drop to 25fps in some cases.

I see some streamers playing league with an older GPU and clocking out at 300+ fps while streaming and I'm really confused as to whats holding my rig back.

The budget isn't too big of an issue, I'm just trying to figure out what parts I'm lacking the most and what would be due for the biggest upgrade or upgrades that would put me closer to where I'm trying to be.

On league I get about 140 constant most games, sometimes it can flux a little.
Players unknownbattleground is under 50 at ALL times, when streaming its about 25-30.
 
Well the other streamers may have higher platforms ie 6c/12t or 8c/16t intel processors of late gens, cpus that start about 500 usd so the extra cores get used for the encoding and streaming process, some others may use a system dedicated for gaming and another one for the cap and stream process.
You should list your full system specs (dont leave anything out, well you can probably leave out keyboard and mice) say your resolution and graphic settings for the game and how are you streaming using obs but you can tell the output resolution and fps, also the bitrate and compression method it uses.

Playing on 1920x1080 res, I'm at work currently and don't have complete access to my home desktop so I can't get the streaming settings at the current moment but I should be able to get the DxDiag uploaded.

From what has been listed do you see anything that might be causing the slow performance?
