Question Not sure which CPU I should get

I was here a few months ago asking questions on what parts to get for my new PC. Unfortunately, due to some issues, I've been unable to get those parts, I did manage to get a EVGA FTW3 3080 and it's sitting in a box waiting to be used. However, with the release of the 13600KF and 13700KF, I'm unsure which core to get now. Originally I was going to get the 12700KF and use the PC for both gaming and streaming. Now I'm considering getting one of the two mentioned, I've just got some questions and I'm not sure which one to get.

My main issue is cooling, I've heard the new cores can get rather warm and I was considering getting the Fractal Pop XL Air case and a Lumen S28 AIO for cooling for the 12700KF. Would that AIO be enough to keep the temps down on either of the 13th gen cores? I'm also considering picking up the grizzly contact plate but I'm unsure if the 12th gen one will fit on the 13th gen. I've not seen any 13th gen contact plate yet, but I will admit I have not fully looked over those yet. Would those contact plates still work on the core or should I wait until a 13 gen plate comes out?

Just for comparison, my current CPU is the i7-9700K (no OC) and a 1080Ti (no OC).
 
I looked at these a little as a consideration. The 13600KF beats out the 12700KF... not significantly, but they are on par with each other and you probably won't notice real use difference. Now the... 13600 vs 13700 is for you to decide. If price is of no issue, then 13700 of course. A good liquid cooler will handle it.

Even with that core, it still falls into the budget, I can probably spare a bit more either way. The cooler I listed only has 2 280mm fans on it, that's what I'm concerned about. I can get one with 3 240mms on it from the same brand, I can also just find another PC case and go with an arctic liquid freezer II, either the 360 or 420 model. Either of those two are actually CHEAPER than the Lumen. XD

You can look up the Lumen cooler on PCPARTPICKER, there are two builds listed, one with INTEL 9900K and another with AMD 5950... those are some hot CPUs, neither of the builders are complaining about hot CPUs, I think you should be fine.

My main issue is my room also gets warm but hoping to move things around so the AC has a better air flow through my room and can help better. :) Plus removing some stuff out of my room to open it up. I just hate being near the washer, dryer and stove.
