In my honest opinion, I would say yes. The 2x8GB configuration is your best bet.

I would go for the G.Skill Ares.

Reasons:
Price (even though it is just a small amount)
Better latency
Difference between 2133 and 2400 speeds are marginally better.


Too be honest, they are very similar.
 


They are very similar in price, i have 8 dollars off the ADATA so essentially they're cheaper than the ARES, im also upgrading from 8gb of G skill X series 1600 ghz with 16gb of either the Adata or Ares
 
If you plan to keep the ram that you currently have, then stick with buying Ares. Even though ram can work mixed and match, there is a good chance that you may see a performance issue if they are different.

Okay then getting the 2133Mhz will be what is in your interest as Tradesman1 said. Since your mobo can only support 2133Mhz ram sticks, anything high will be downlocked back down 2133Mhz, in essence wasting money.
 
Other than the AMD ram being 16GB of total ram, not all motherboards can support quad channeling (using all 4 ram sticks at best performance).

I now can think of a few reasons why your 2GB stick is running lower than the rest. 1. It is factory set to be at 1300Mhz and they neglected that fact when putting on the mobo 2. Your motherboard only supports dual-channeling so it is using 2 of the ram sticks at full potential why the rest has to suffer.
 


So my best bet would most likely be getting 2x8gb stick if i want the 16gb?
