Not surpassing stock clock

Hi, I have recently changed Mobo CPU and ram to a MSI z370 a pro i5 8600k 16gb ram 3000mhz I reinstalled windows into a HDD and everything went ok so I cloned it into a ssd and now my i5 8600k doesn't go over 3.6ghz
Turbo boost is enabled in bios
Even with a manual overclock it doesn't go above
 
Solution
I definitely solved it, it was a driver problem, device manager showed a yellow triangle in cpu cores, and by following a Microsoft's guide i managed to fix it and now turbo boost applies correctly

Ok I solved it(kinda) I went to bios set all default, active xmp for ram, auto voltages and manual overclock to 4.1ghz (i5 8600k max GHz when using all 6 cores) and now hwinfo and intel extreme tuning detect frequency as it should (task manager doesn't XD) and also Riva tuner tells 4.1ghz

In conclusion all I did was simulate turbo boost by locking frequency on 4.1ghz which is this cpu's highest boost frequency when using all cores
