Not utilizing ram

I'm playing ac4 and its requirement is 4 GB ram
But game only use 500 mb

Is that physical RAM or total RAM including the page file? The requirements are for the system not just a statement of how much RAM the game will use. They want you to have 4 GB total RAM to make sure there is enough free RAM for the game to use without performance issues.

its physical ram
when i play, in task manager it says 1.5 gb in use
rest approx 2 gb is free ;other games like ac3 and ac rouge are utilising almost whole ram and give better performance than ac4
