Question Not video output from gpu when in top Pcie slot

On my motherboard the top pcie slot was not outputting any video from my gpu so I recently purchased a new motherboard in the hopes of being able to have my gpu in the top pcie slot, however on the new board I had the same issue happen which resulted in no video output from the top pcie slot.

On both the older and new motherboard I have tried the following troubleshooting options.
-cleaning the gpu and pcie slot
-reset CMOS
-I changed the motherboard

Does anyone have any clue as to what could cause this? Any help is appreciated.



Specs CPU ryzen 5 2600
GPU Nvidia 1060 6gb
Memory g.skil trident z 2x8
Motherboard old ASUS tuf gaming b450-plus
Motherboard new ASUS rog strix b450-f gaming
Power supply Corsair cx 550 m

What kind of storage do you use? HDD, SSD, M.2? What slot on your motherboard do you have it inserted in? Did you update bios?

I have windows on an SSD and my steam library on an HDD. I will update Bios and see if that fixes anything.

I tried updating Bios and nothing changed.
