Question Notebook can't open certain websites on wireless network, can open while using cellphone as a hotspot on the same network

So I just moved into an Airbnb who's network does not allow me to open certain websites. Chrome on my Win 10 notebook gets stuck on 'Establishing secure connection' and then 'This site can't be reached'. Internet explorer does the same.

What is strange is that my Android phone's Chrome does open those sites, and even stranger is that using my phone as a hotspot with the network (disabling data) allows my notebook to open those sites while connecting to the internet through it. So using the phone as a bridge fixes the problem.

So my guess is my Win 10 is not trusting the network's connection for certain sites, but I can't figure out how to fix it.

Some sites that won't work:

Airbnb

Tom's Hardware
Etc..

contact the airbnb network owner. they might be blocking site

AirBnb is somebody else's home, there is no corporate standard, ANYTHING can happen.

It doesn't look like they are blocking those sites, on one hand they would have no reason to do so and on the other I can still access them from my phone.
