Question Notebook refuses to commit resources to games ?

Hello,

Recently I have updated drivers on my notebook (specs below) and since then I have issues with my notebook hardware.
I wanted to play games as usual but had significant performance dips. Yesterday I had almost 100 fps in team fortress 2 and now I have like 30 on the same settings.
At first I assumed the system was using my IGPU but this case was only on league of legends which runs fine suprisingly, but other games beside TF2 like Dirt 3 and Need for Speed run poorly.
Sadly I can not revert my decision since the restore point had some kind of error and device manager seems to work only 50% of the time when uninstaling drivers.
I have noticed that TF2 uses only around 20 to 40% of my GPU and same goes for the CPU so I guess it doesn't commit fully.. While on the other hand Dirt 3 fully utilizes the GPU but The processor goes around 50%..
I am clueless on what can be the issue on all these games.

Any tip would be appreciated.
