nothing happens when shortest pins?

I have a ASrock fatal!ty z97x killer LG1150 ATX mother board, I have a MSI GTX 980, i7-4790k, and 8gb of ram hooked up to it on top of the MOBO case. when I try to short the 2 pins to turn the system on it doesn't turn on. if I move the flathead screwdriver around it will sometimes give power for a few Milliseconds then turn off. By now I've probably touched all the pins on the PANEL 1, including touching 4 pins at once, but the problems were there from the beginning. could it be somethings dead? no LED's ever turned on on the MOBO, but the graphics card would turn on for a few milliseconds. I don't have a CPU cooler hooked up. is something dead? should I build the PC and try turning it on with the button? do I have to install cpu cooler? This is my first ever build.
