Nothing seems to be downloading? (Please Help!)

Hey there, a friend of mine has a computer that's very strange :/
There seems to be a downloading issue.
Nothing seems to download right?

When she attemps to download something in Chrome, it says "network error"
When she attempts to download something in Edge, there's also a network error.

She wants to install an antivirus, along with some games like minecraft, or maplestory but they all fall into some kind of error.

However, if installing apps from the windows store, it works.

Internet browsing, Surfing the web, youtube video playback, everything is fine.
Just downloading doesn't work.

We've tried resetting the computer already, and the problem still persists.
This computer is an HP Windows 10 Home x64 bit running on a i3-6100U.

I've tried all of these and the problem still persists 🙁
What we haven't tried was to use a different network, as we have no access to a different network

this is a hard question to answer, because the error is different depending on what she's trying to download, but I'll give you a few examples.

When she downloads something on Chrome, it says "Network Failed." However, she can get past this problem if she keeps clicking resume repeatedly until the file finally downloads. (files that download this way are only small files that are around 5 MB or lower)

When she tries to download Maplestory, it says "SSLError: [SSL: DECRYPTION_FAILED_OR_BAD_RECORD_MAC]"

When she tries to download Minecraft, it says "Error 🙁 failed to download 1.12.1 jar"

I would try the following:
1. Download latest drivers for your network card.
2. Uninstall your network card
3. Reboot
4. Reinstall latest drivers.

If you can't download the latest drivers, you can use another PC and simple MP3 player as a storage device.

This issue has happened ever since she got the computer, and HP had windows 10 installed out of the box

For the drivers, i'm surprised i haven't thought of that o-o
I'll let you guys know what happens when i try this out
