Nothing turns off

Hi I just had to swap my Asus z97 Sabertooth mark S because it seem to have died on me. Now that I have put all my parts on to a MSI z97s sli Krait Edition (becasue I cant find another mark s) I have two problems. 1 I cant seem to control any of my system fans which are hooked up to a 4 way split on a NZXT Kraken (cant remeber which one its called) the Cam software doesnt really seem to do anything I cant click on any of the fans. 2 When I shut down the system nothing seems to turn off except windows. The case fans, gpu fans, and ram lights stay on unless I shut off the power supply. I dont know why this is happening. Any help and advise I can get will be very appreciated as this has been a very stressful week for me. Thank you.

Are the fans controlled while in BIOS?

No I nevered used AISuite I had controlled them through the bios. On this MSI board I can't control the fans in the BIOS maybe because I have them connected to the Kraken. What do you mean by self powered USB device ?

No I don't have anything like that connected the only things are the mouse and keyboard .

Energy Using Product. It reduces the power consumption when system turned off. Theoretically, it should solve the shut down issue.
I suggest solving firstly this one and then checking the other one, related to fans control.

Okay so its weird it did seem to work the first time I turned it on. Then I wanted to try it again and it didn't work.... pretty sure I didn't mess with anything else related to it in the BIOS. I went ahead and reset the BIOS to stock and enabled it and it still isnt working .

Sorry the main problem . With the fans lights and GPU not turning off . Even though I enabled EuP 2013.

Either the board, or the power supply, then. Can you test different power supply?

Okay I just tried out a different PSU and nothing changed.

An option would be testing the board outside the case, only CPU, CPU fan and a RAM module installed.

Well I didn't take the mobo out I did take out the GPU and and disconnect the case connections and just used a knife to jump it but the bios wouldnt show I used the DVI on the mobo and it just showed lines

Ok so I got another mobo and it does the same thing I don't understand what the problem is!!

Then it looks like a power supply issue.

But how I tried my other power supply and it did they same thing and it's working fine in its original pc

Its connected to the cpu fan1 the usb one the bottom of the motherboard and its powered from the sata on the psu
