Every thing I get in my second PC says "windows cannot open the specified device,path or file. You may not have permission to access the item." What in the world is going on all of a sudden? Bruce

Well, if Windows says you have no permission then you probably have none. Please allow yourself to read Help (located over the start button) on how to gain the trust of mighty Windows and help them to give you that all desirable and all powerfool permission to see your own stuff that you have entrasted will all your heart.

Not at startup. The computer starts fine. I just cannot open any program at all. I get the message I mentioned every time. Bruce

Have you tried to restore your program/file association? Control Panel - Folder Options?

I've seen this before where the associations are all screwed up and it's looking for Notepad but the location is all screwed up but nothing has changed in that sense.

Try restoring file/program association.
 
Just slap the CD in and reinstall that thing into different folder ("WinXP2" will do), I assume you have the CD, right?.. Right?

Dude (or Dudette) for the time you've spent on "searching" for a better life you could reinstall that thing gazillion times and be happy long time ago already, what's up with all thoze peepel being so stock up in the brain department.

When ever I encounter a problem I am very stubborn on finding out what happened. I build my own systems and others and do allot of trouble shooting.I have taken the easy way out by formatting and reloading and sometimes I have a full congressional investigation. Thanks Bruce

PS: stubborn is a good thing when you have lots of money, when you are like me poor and lazy, you wouldn't spend weex on fixing XP and stay with w2k.
