Noticeable difference in dp?

Is there a significant difference that can be observed between screens that have a .28 dp and a .24 dp?

All else being equal yes, you will see a difference. However rarely if ever are all things equal. The electronics driving the CRT, and how the monitor is aligned at the factory are usually more important. Convergence specifications IMHO are more important than the DP of the CRT.
