Question Noticeable Mouse Delay In CSGO

When I physically move my mouse, there is a very noticeable delay from when I move it to what actually happens on screen. I've had the issue for a very long time, the issue isn't as present sometimes, but after a short period the issue returns. It only happens in CSGO, while getting high fps (300+ typically). It feels like onscreen my mouse is being dragged through mud, or something.

Things I've Tried:
-New Mouse (ec2a, g403, model O)
-Reinstalled windows
-Hardware changes (new monitor, graphics card, upgraded RAM, overclocked CPU)
-Tweaked video settings (different resolutions, disabled vsync, NVIDIA Control Panel settings, etc.)
-Almost everything that every "Input Lag Fix" guide has to offer
-Tweaked Windows settings

Specs:

i5 8600k OC to 4.4 GHz
MSI Z370 A-PRO
16gb Corsair Vengeance Ram
MSI Gaming X RTX 2060 Super
500 GB Samsung EVO SSD
Asus VG248QE
EVGA 650w PSU

I feel I should mention I've also upgraded my motherboard and CPU in the past because I had the same issue with it, and yet I have experienced this on both systems. Am I stupid? Is this my imagination? Why does this happen? If you need anymore info about my situation, drop a reply. Anything helps, thanks.
