Notification Area Balloon Tips off/on time

Would anyone know how to change the amount of time a balloon tip is
displayed near the notification area of the task bar?

I use several systems and they all seem to display these tip for different
amounts of time.
Really don't want to disable this feature, I just don't need it to hang
around for more than 5-10 seconds.
I have a new Dell Dimension at work and the tips will hang around seemingly
forever.
