Notifications managed by organisation

Hello,
I've had this problem for few years now, but until now it hasn't bothered me so haven't even tried to solve it.
Now I suddenly have a need for windows notifications, but they are disabled and I cannot change the settings to enable them.

I'm using Windows 10 Home edition.
I tried making a new user with admin privileges and on that account I had notification enabled and nowhere did it say that some of the settings would be controlled by "my organisation"
Resetting Windows isn't an option as I have nearly 9TB of data and no way of backing it up.

That is an after effect of recent Win 10 Updates.
If you reboot, that goes away.

I've had the same thing, in both Home and Pro.

As I said, I've had this for few years now, it's not recent for me. I've rebooted many times through out the years.

Bought it along my pc parts from a local pc shop. Then upgraded it to Windows 10 when it came out.

And I know, I just don't want to spend that much money on external hard drives.
