Novice Q. 5930k Unstable? Showing 1500MHz

Hi.
Recently purchased a new rig;

5930k
32GB DDR4 3000MHz RAM
X99 Sabertooth

Using CPU-Z utility, the core speed sometimes shows the CPU running at 1500MHz with multiplier at 12, and after rebooting sometimes shows the CPU running at the expected 3750MHz with multiplier at 30x.

I have little experience of these things, but does this indicate that I have stability issues?

It's just adjusting frequency with CPU load, that's perfectly normal behavior.
