I got a new PC about 3 weeks ago and basically the problem is when I run any games there is a loud whine from what I think is coming from CPU (NOX NX 750W ATX) I guess it could just be very bad coil whine but really its annoying the hell outa me so any fix other than RMA would be amazing (using it for work so can't afford to have it gone for 1 week+ at the moment). Alternatively, it could be something to do with the PSU fan in which case does software exist to monitor the fan speed? Because I can't seem to find any :/.

Solution
Unfortunately your PSU doesnt seem like its a high quality one so problems are to be expected. Coil whine is generally a manufacturing problem. In your psu you have a coil wound around an iron core. If your coil becomes loose it starts to vibrate. You could do a self fix by applying some nail polish on the to the coils making the noise but unless you're good with PSUs I wouldn't recommend this. Best thing to do would be to RMA which I know you don't want to do or you could just buy a new one.
