so i have a silverstone argo 1 and at 3.9 or 4.0ghz its max is 91C Max load on prime95

i was wondering what are some stable temp and should i try 4.1ghz?

but average around 68-70C

It never hit 91C highest 87C
Lowest 67C average 69-70C

Aida64 is the recommended standard for haswell.
As for temps try and keep it below 90c for stress testing and under 80c for normal use.
