have a folder (X) on my server which holds a number of
Sub folders. In these sub folders I have a number of Excel
Documents.

I need to allow people to make changes to these Excel
documents and save those changes. However I need to Deny
those users the ability to delete the files or folders
with the folder (X).

For this group I set the following NTFS permissons. I
assigned Modified. I then go into the Advanced option and
remove the allow delete check box.

When user then try and delete the file they are anable
(good). However when they go to save the document Excel
hang and creates a temp file (BAD).

Does anybody know how to sort out this issue??

Beacuase of the way that Excel is implement, what you want to do is not
possible. Excel updates a document by saving a temporary version,
deleting the original, and then renaming the temporary file. If you
can't delete, you can't update.

Your intended restriction wouldn't provide any significant protection even
if it could be made to work. Anyone who can update a document and do so
in a destructive manner, such as by inserting a new, blank sheet and
deleting the others.
