NTSC to PAL

I'm trying to convert about 50 minutes of digital NTSC video to PAL, so
that I can send DVDs to relatives in Italy.
Any free software conversion tools ?(If that's what is needed.) or is it
better to have a machine that will record in PAL (multiple output). Plus, I
am assuming that -R DVDs will work over there (on their DVD players).
I thought my Pinnacle Studio 9 had a PAL conversion but I guess it's just
the versions they sell in Europe that do that.

Most European TVs (post 1990) happily accept an NTSC signal when input
through a SCART or S-Video cable. Before you spend a lot of your time
changing bitrates, check with your relatives if their DVD player uses SCART
and/or S-Video.

I would be surprised if Pinnacle Studio 9 couldn't render PAL video. If not
I think you can convert it in TMPG.
