Was wondering if i could stream on a NUC I7 mini PC, with a ElGato ?

As long as the NUC meets the minimum requirements for ElGato then yes.

The best way to think about NUCs is just a (small) desktop enclosure for laptop CPUs. If you know the CPU requirements of what you want to do, then you can find which CPU a given NUC has by looking it up on ark.intel.com.
