The i7 7700 is not needed if that's all you are doing with your computer you would likely never make full use of it, something like a Pentium G4560 would be enough for that at a quarter of the price of the i7. If you want something with more cores maybe a R5 or R6 ryzen chip? That would certainly give you better value for money than the i7. Two fans, one intake, one exhaust should be fine for the types of workloads you will be doing. Another intake would be a good idea if you want.
if yu overclock and use a cooler different than the one that comes with the 7700, you should have one fan pusing air in in the front
another in the back
2 in the front and one in the back is also good
the operatinal temperatures of the machine, cpu temp, mainboard temp will tell you if the 1 in the front and one in the back is enough or more is required
the idea is have many fans pushing air slow ly, so they don't make much noise
