I'm a low end gamer ,I have GeForce 210 +Pentium dual core processor+4gb ram+iBall sps 252 psu .I'm planning to buy nvdia GeForce 1030 2gb ddr5 . So will it work with my PC ?

Which Pentium?

Probably.... but not way to say for certain. Older systems can struggle with UEFI-enabled GPUs like the 10xx cards.

The PSU is poor quality though. The 1030 is a similar TDP as the GT 210, so it would *probably* be ok..... but I wouldn't be overly confident that the PSU isn't a straight up fire hazard.

What about gtx 750ti?
Also will it work with my processor and RAM if I buy a crosshair psu?

Depends on the era of Pentium/motherboard.

Teh 750TI should have less issues - but also has a greater power draw (75W).

What motherboard do you have?

Crosshair PSU? Corsair? Which one, specifically?
