Question Nvidia 2070 Super Annoying Stuttering Problem

Greetings,

I have built a new PC that includes the following pieces:

CPU: AMD Ryzen 7 3800X 3.9 GHz
Motherboard: ASUS Prime X570-P ATX AM4
GPU: Gigabyte GeForce RTX 2070 Super 8 GB Windforce OC 3X
RAM: Corsair Vengeance LPX 16 GB (2x8) DDR4 - 3200
SSD: Adata XPG SX8200 PRO 512 GB M.2
Monitor: ASUS VG27WQ

Whenever I wake up in the morning, I turn on my PC, and on the desktop it starts to stutter. Sound also crackles. I check for benchmark tests and my GPU is seen as "performing way below expectations". This problem goes away spontaneously, or I just restart PC to make it go away. Sometimes, even restarting does not work. Additionally, when this problem persists, restarting takes ages.

Once problem is fixed, that day is all good without a problem. But this so far, really really annoys me. I have tried to find solution on NVidia, Gigabyte, or other Forums but no one could help me. This community is my last chance. It seems to be some sort of conflict problem somewhere, but I can't find what it is! Help me please... 😢



PS: I have formatted PC today. Still problem exists. I shared some other BIOS and driver info below. I updated these through ASUS's Armour Crate App.
BIOS: PRIME X570-P BIOS 1407
AUDIO: Realtek Audio Driver Version 6.0.1.8666
CHIPSET: AMD Chipset Driver Version 19.30.28
