I have Dell Inspiron 3542 with 4th gen i3,nvidia 820m,4gb ram
So i overclocked it(Msi afterburner) to a point where it clould work without crashing and was giving 70-90fps in CS:GO, 25-35 in ROTR. Had some performance boost in games but CPU and GPU temps were going to about 78 max and was working fine. I changed its thermal paste for better thermals, and GPU had some problem after that its frequency stuck at 161Mhz with max temp 55 on Gpu and 57 on Cpu. Cpu is running at same frequency as before but Gpu dropped from 1117Mhz to 161Mhz. I also changed thermal paste one more time but the problem still remains and i am getting 20-25fps in CS GO, 5-7 fps in ROTR now. Can anyone tell me what is the main problem that happened suddenly

That laptop isn't designed to overclock your GPU. In fact it's advised that you should overclock on a laptop that has a beefy cooling assembly. IMHO, you asked a little too much from that laptop and the GPU with your overclock and should've left it as is, regardless of what you used for the thermal paste.
