What's the point of a 1050 ti? I always felt ti was reserved for higher end chips. This one sports additional shaders, so it makes more sense to use a different number like 1055.

I've always interpreted "Ti" as being the badge attached to a card that's an enhanced version of another already existing card. Not necessarily anything to do with its placement in the overall hierarchy of nVidia's lineup, but rather just a reference. "Like this card, but better."
 
I bet you that the reason why they boosted the clock frequency on the laptop models is to compensate for GPU Boost 3.0. Since the laptop 1050 and 1050 tis will be under a lot higher temps than their desktop counterparts, GPU boost will most likely downclock them even more.

I understand that considering the attention GPUs like the 780ti and 980ti draw, but if you look at all the "ti" GPUs from the recent years then it's not really the case.

550ti, 560ti,
650ti, 650ti boost, 660ti,
750ti, 780ti,
980ti,
1050ti
 
Tom's own review showed the desktop GTX 1050 Ti boosting to ~1800 MHz, so stating that its official base and boost clocks at 1300-1400 MHz are below the 1500-1600 MHz of the laptop GTX 1050 Ti is really misleading. In actual fact the desktop card is still faster, as long as cooling and power delivery is handled properly.
