Nvidia Control Panel Error! Nvidia Control Panel 8.1.940.0 has stopped working

I keep getting this error recently. I have reinstalled windows leaving existing files which didn't solve it. I have done 2 clean installs of drivers just by using custom install, clean install. Then I've also downloaded Display Driver Uninstaller TWICE and wiped the drivers clean from safemode before reinstalling clean.

It launches but every time I go to "Manage 3D settings" Then go to "Program settings" Next to global settings it instantly crashes. I've tried ending that Nvidia container task and nothing has helped. After the initial crash when I try to reopen Nvidia Panel it's back to where it left off on program settings tab and instantly crashes again. I tried opening the Nvidia Control Panel from inside C: / Program Files / Nvidia Corp / Control Panel Client, still crashes. Any ideas besides a fresh Windows Install? I need to use Nvidia Vsync from here for a few older games that lock at 30fps with in game vsync.

Hey, my motherboard is a Asrock Z270 Killer SLI/AC. 8GB Gskill Ripjaws V 2800mhz XMP enabled. And my powersupply is a rosewell m650 Arc, I'm on the latest bios. It doesn't seem to be a power issue, I could run Prime 95 and GPU stress tests/games all day and be fine. 4 hour gaming sessions aren't out the norm for me and I have no CPU overclock right now, stock bios.

I think I will have to try a past driver, because it seems to have started acting up with the past 2 and wasn't addressed with the 1 from 2 days ago. But at the same time those driver updates coincided with 2 windows 10 updates.
