Nvidia Control Panel Missing

So I know this is a common issue but most fixes suggested I have tried, I am by no means a tech wiz but i'm fairly adept, So after each of these attempts I have restarted my pc. Also i have a gtx 1070. First i reinstalled the newest nvidia driver, nothing. Reinstalled Geforce experience and driver, nothing. Tried updating display adapter. Nothing. Tried Reinstalling display adapter, nothing. Tried restarting Nvidia display container, nothing. Checked in Windows control panel, nothing. Tried moving Display.NvContainer and giving admin run, nothing. I have no idea what to do anymore. Maybe someone could shed some light? Thanks!

I only install the driver and never Geforce Exp. and the panel always pops up in the tray.

Have you tried cleaning it with DDU and then installing just the driver , no GeForce Exp.

Yea every time i try to install the correct driver mind you, it says its incompatible with my version of windows(10 pro) and tell me to use geforce experience to get the correct driver. Evem though geforce experience installs the exact same driver lol.
