[SOLVED] Nvidia control panel not showing, cannot change resolution, monitor screen pixelated

Was playing a game, all of a sudden monitor went crazy pixelated, PC crashed. Tried to reboot but kept getting no signal to monitor. Reset CMOS and finally got the bios screen, computer bootable but resolution does not match monitor, wont let me change it in windows settings and Nvidia control panel will not open. What is going on?

GPU is an EVGA 2070. after finally getting to boot i updated my drivers right away and rebooted but am still have the resolution issue with no nvidia control panel.

It is more likely a driver issue, use DDU in safe mode and clean uninstall the drivers then reboot to Windows and reinstall the latest one.
