Nvidia DSR blurriness issue

I am having a strange problem with my DSR function on my new 970. For some reason it makes everything in the game very blurred and jagged. It also makes steams interface unreadable while in game. The strange thing is, i tried to take a screencap through steam to show how it looked yet when i go to view the image it is perfect; no jagged edges or blurriness. So i am at a loss here i have tried all the different dsr factors and have adjusted the smoothness to both ends of the spectrum. I have reinstalled my drivers a few times already and just recently installed the latest nvidia drivers that came out yesterday. Not sure what is causing the issue, any help is appreciated.

Doesn't seem to make a difference when it's on vs when it's off.
