So I haven't upgraded my pc in a while since it's been running fine. I wanted to get a new graphics card that would help with my animation. Needed some inexepensive suggestions that would show an improvement upon what I currently have. Suggestions?

CPU:Intel Core i7 3770 @ 3.40GHz
Motherboard:BIOSTAR Group H61MLV (SOCKET 0)
Graphics Card: NVIDIA GeForce 8400GS

My fault i just double checked, it's 200-240V Would the card still be alright?

200-240V is not the same spec as 250W. One is VOLTS and the other is WATTS. The "volts" isn't important for this discussion. That just indicates the type of wall socket you can use to plug the computer into. Watts is what determines the load capacity of the power supply.

Before buying a new card, be sure you know the correct wattage of the PSU. There should be a nameplate on the side of the PSU. Read it and verify. Or post a pic here of the nameplate. But I was mainly going by the fact that the PSU handled the 8400 GS w/o issue for you. The GTX 750 Ti will be less load than that.

So I looked at it and it says total average output 330W with a mac output of 480W. I installed it but get a blank screen..

If you had an older motherboard. I would have assumed the issue was the card's UEFI not interfacing properly with the board's legacy BIOS. But that should not be an issue with the Ivy Bridge platform you are running. Are you sure the video cable is connected to the card and not accidentally plugged into the integrated port off the board?

Which card do you have exactly, the one Evga GTX 750 Ti that I linked to above?

You were right, It seems that the card want fully pushed in. Everything is good to go, thanks for your help!!!
