can a NVIDIA GeForce GT 720 1 GB handle Smite in max settings? sorry if this is a dumb question im new to pc gaming

GT 720 is a very low end video card, i doubt it will run the game at max settings, medium/low maybe.

What is your budget? and no r7 250 won't give good frame rates at max settings... you are going to need something like a GTX 750 Ti or R7 260x to get max settings.

Also could you list your CPU? I have a feeling it could be a limiting factor for you too...

at least $500-600 i'm looking for a prebuilt gaming pc that would handle Smite at max do you have any recommendation or suggestions ?

Don't think you can get a prebuilt that will give you what you want... You could build your own computer for that price though.
