You can run all the older games, but new ones cannot be played. the GT 740 is in laptops currently, that have better processors paired with them. Your computer is very weak, this is not an insult, but think about investing on something new and better in the future if you want to play games like GTA V and farcry 4

Idk about ARMA, I have an FX-8320 and a GTX 750 and I have issues when I am in cities. In the woods I am usually from 45-60. But I can drop to 25-30 in cities.

As I said, I looked up the specs via IGN and Game-Debate and the specs I've listed are the minimum stated. I then compared your GPU in the table listed by Tom's Hardware and yours is a couple of levels higher than the 8800GT. Therefore, as your CPU is a Core 2 Duo @2.93 GHz which is above the 2.4GHz minimum, I would suggest that yes you can. But as I stated, it's going to be at absolutely minimum settings.
 



I am really sure if I upgraded to i5-4690k , I can play all with high settings at least. can my mobo, atx power supply 650w with extreme and gpu support i5-4690k?
 


Sadly not. the i5-4690 is based on the LGA1150 chipset and your motherboard only supports the LGA775 chips. You'll need to upgrade your motherboard therefore in order to use the i5-4690k CPU. The power supply you've listed should cope though in terms of wattage - without knowing the make, I can't suggest whether it's a particularly good brand however.
 


Yeah. Also even if you upgraded to a 4690, your 740 would be a huge bottleneck.
