My graphics cards fan doesnt run. The card heats up extremely quick, 80+ temps and still nothing. GPUZ says it is running at a percentage but I have no RPM. So basically its telling me it is sending power to the fan but the fan isn't spinning. The connector for the fan to the card is connected. The GPU didnt come with a 6 pin connector, idk if that makes a difference. Any help will be great, thanks.

Solution
Good plan if the wiring mess isn't too bad. And if you don't mind the fan running at full speed all the time. There are fan resistors you can get to slow down the RPM if you need them.
Can you get the fan to spin by giving it a manual spin? If still no joy, I'd return the card. Even cards with zero decibel fan controllers usually start the card spinning around 60C.
If you don't or can't return the card, try setting the fan curve to make the fan come on sooner using the software available with your card.

But what troubles me is that you say GPU-Z shows a certain RPM. Can't see how that can happen if the fan isn't spinning. Tach feedback is from the rotating sensor on the fan.

There isn't a RPM shown, it shows a Speed but no RPM.

CPU- i7 2700k @3.5GHz
MSI B75MA-P45 Motherboard
Gigabyte - GeForce GTX 1050 Ti 4GB Video Card
8GB Corsair Vengeance 1600MHz RAM
430W Corsair CX430 Power Supply

That system should be fine for running the GTX 1050 Ti. So I guess we can eliminate the PSU or some strange OEM conflict. Starting to look like the card is bad. Any way you can test another card on your machine? Or test that card in another machine?

99% Positive the fan terminal on the card was shorted out down the line somewhere. I ordered a new heatsink that could replace the existing one. The new heatsink fan came with a connection to the GPU but didnt work, thats when i realized the terminal was bad. So instead I just tied it into the 12v power with an adapter the new heatsink came with and now it runs great. Temperature stays below 50C now.
