Nvidia Geforce GTX 1070 vs 1080

I'm going to make a gaming pc.

I want to play most if not all games at 1440p, max or almost max setting and 60+fps. I'm using going to pick the Ryzen 5 2600 processor.

I know the 1080 is the best but will the 1070 still work for my needs? I want to save as much money as possible so will the 1070 work?

If you have the budget for a 1070ti would be ideal... if you overclock it gets on par with the 1080 for cheaper.
