NVIDIA GeForce GTX 970 4gb memory problem

I am looking to get a gtx 970 4gb in the next few days. I have heard that this card has a problem with vram. Like when the memory usage hits past 3.5 gb, it starts to slow down or something... I was wondering if certain gtx 970 manufacturers have this problem, or all manufactures of this card have that memory problem. I read somewhere that it is a problem on the hardware of the card and can't be fixed..? Anyways, on newegg they list several different versions of the gtx 970, and I am looking to go with this one: http://www.newegg.com/Product/Product.aspx?Item=N82E16814487088

The 3.5GB "issue" is a GPU hardware thing and cannot be fixed and affects every brand of of 970. That said I have not experienced it with my 970's in the 12 months that I have had them.
