Solution
Those cards get all the power from the slot.

I am almost sure I have some in my part bins.

So you can boot with the onboard video? If so look in the bios for an option to set the first device or init device(different name on different boards) to PCI and not onboard. You may be able to go as far as to disable it in the onboard devices section of the bios(not Windows).

When you get to Windows with the onboard, does the other card get detected? You may be able to install it and switch to it, but then you would get Windows only on the "new" card. The bios and load screen for Windows would still be onboard. With the right bios setting it should ignore the onboard.

Quick look at the manual seems to show
Bios -> Advanced Chipset Features-...
Thanks for the answer NukeMaster!! Actually id tried it already!! but no luck and i have read more forums that my computer is trying to use the onboard VGA!! and needed to turn it off?? any other solutions??? and i have noticed on the card that it has pins?? maybe it's for the cards power?? J400

Bios -> Advanced Chipset Features- > Init Display First -> PCI Card(this should have been default already so it is strange that it did not auto start.). Clearly the system does not think it is a video card.

Your board also has an AGP slot, it may be a better option.

This is very old, so you may be able to find a better card at the same place as the other card.
