The latest report from Reuters states that Nvidia has tweaked its H100 Hopper GPU to conform with export rules to sell to Chinese clients.

I wonder if these will just be software limited (aka firmware) or if they are actually changing the hardware design to have a slower interconnect.

Can it be reversed? If desperate enough, they may at least try, and based on their technological prowess - they have many engineers trained in the US semiconductor academia/industry - I think the chance is good enough. At least all transistors are still there.
